Can You Use a PayPay Bank Visa Debit Overseas? Fees & the ¥100k/24h Limit (2026)

⚡ 30-Second Answer: Yes. The PayPay Bank Visa debit works overseas for shopping at Visa merchants and cash withdrawals at Visa/Plus ATMs — no interest charges, since it debits your balance instantly (unlike credit-card cashing). Limits: ¥100,000 per 24 hours for ATM cash. The foreign-transaction fee is 3.08%, mid-pack among Japanese banks. One thing it is not: the PayPay QR app — that stays domestic; only the bank's Visa debit travels.

Quick Reference Value
Brand Visa
Overseas shopping ✅ Visa merchants
Overseas ATM withdrawal ✅ Visa/Plus ATMs (PIN required)
ATM limit ¥100,000 per 24 hours
Foreign-transaction fee 3.08%
Interest None (instant debit, not a loan)

PayPay the app vs PayPay Bank the card — don't mix them up

The PayPay QR-code app is a domestic payment service. What works overseas is the Visa debit card attached to a PayPay Bank account. If you're an expat whose payroll or side income lands in PayPay Bank, that card is your overseas fallback.

Situation Works?
Shopping at overseas Visa merchants ✅
Overseas online shopping ✅
Cash at Visa/Plus ATMs ✅ (¥100k/24h)
PayPay QR payments abroad ❌ (domestic service)
Hotel deposits / car rental △ debit often refused

Cost — ¥100,000 spent abroad

Amount (local currency) × Visa rate × 1.0308 = debit from your account
Method Approx. cost Notes
SBI Sumishin Debit ≈¥2,500 cheapest bank rate
MUFG Debit (Visa) ≈¥3,050 cheapest megabank
PayPay Bank Debit ≈¥3,080 same rate as Rakuten
Rakuten Bank Debit ≈¥3,080 but ¥200k/day ATM limit
Japan Post (Yucho) ≈¥4,000 highest
Wise debit ≈¥500–700 mid-market −0.5%

Same fee as Rakuten, but note Rakuten's ATM ceiling is double (¥200k/day vs ¥100k/24h). If you need larger cash sums abroad, that difference matters — see the full 8-bank comparison.

Mid-market rate −0.5%, no hidden markup. Saves ~¥6,000 on a $1,500 trip. Free to compare — no obligation to sign up.

Before you fly — 4 checks

  1. Overseas usage setting — confirm it's enabled in the PayPay Bank app; a disabled toggle is the top cause of declined cards abroad
  2. Know your PIN — overseas ATMs require it; no PIN, no cash
  3. Balance = your ceiling — debit draws on your account in real time
  4. Refuse DCC — when offered "pay in yen," always choose the local currency; DCC adds 3–7% on top of the 3.08%

Frequently Asked Questions

Q: Can I withdraw cash overseas with a PayPay Bank card? Yes — at Visa/Plus-marked ATMs, up to ¥100,000 per 24 hours (per PayPay Bank's official documentation). It debits instantly with no interest, unlike credit-card cash advances. Local ATM operators may add their own fee.

Q: Is 3.08% good? Mid-pack. SBI Sumishin (2.50%) and MUFG Visa (3.05%) are cheaper; Mizuho (3.4%, and no ATM access), SMBC (3.63%) and Yucho (4.0%) are worse. All of them cost 4–8× more than a Wise card (≈0.5% all-in).

Q: What if I need more than ¥100,000 in cash? Spread withdrawals across days, or carry a second card — Rakuten Bank's debit allows ¥200,000/day, and Wise withdrawals draw on your multi-currency balance.

Q: Can I use the PayPay app itself abroad? Aside from limited partner schemes, no — the QR app is domestic. Bring the physical Visa debit (or a fintech card) for overseas payments.
