Mizuho Debit Card Overseas: ATM Withdrawals Are Blocked — Here's What to Do (2026)

⚡ 30-Second Answer: You cannot withdraw cash at overseas ATMs with a Mizuho debit card. Mizuho's official FAQ states it plainly — the Mizuho JCB Debit does not support overseas ATM withdrawals, full stop. Shopping at JCB merchants abroad works (with a 3.4% foreign-service fee), but if you land in another country expecting to pull cash with this card, you will be stuck. Arrange a separate cash source — a Wise/Revolut card or credit-card cash advance — before you fly.

Quick Reference Value
Brand JCB (Mizuho JCB Debit, no annual fee)
Overseas shopping ✅ JCB merchants
Overseas ATM withdrawal ❌ BLOCKED (official FAQ)
Foreign-service fee 3.4%
Alternatives for cash Wise/Revolut debit, credit-card cashing

This is the single most important thing to know if Mizuho is your salary bank in Japan: among all major Japanese banks, Mizuho is the only one whose debit card blocks overseas ATM cash entirely. MUFG, SMBC, Japan Post, Rakuten, PayPay Bank, SBI Sumishin — all allow it. Mizuho does not.

What works and what doesn't

Situation Works?
Shopping at overseas JCB merchants ✅
Overseas online shopping (JCB) ✅
Cash at any overseas ATM ❌ not supported
Hotel deposits △ many hotels refuse debit
Car rental △ often refused

Two extra caveats on the shopping side: the card is JCB-branded, so coverage is strong in Hawaii, Korea and Taiwan but thin at local shops in Europe and the US — see where JCB actually works abroad. And the fee is 3.4%, higher than a typical credit card (1.6–2.2%).

Your plan B for cash abroad

  1. Wise or Revolut debit — mid-market rate −0.5% or so, withdraws at ATMs worldwide. Order at least a week before departure; this is the standard fix
  2. Credit-card cash advance — any Visa/Mastercard credit card works at most overseas ATMs; interest accrues but is small if you repay early
  3. Buy foreign cash in Japan — fine for small amounts (¥10,000–30,000 equivalent) before departure

Mid-market rate −0.5%, no hidden markup. Saves ~¥6,000 on a $1,500 trip. Free to compare — no obligation to sign up.

Cost — ¥100,000 spent abroad (shopping only)

Method Approx. cost Overseas ATM
Wise debit ≈¥500–700 ✅
Typical credit card ≈¥1,600–2,200 cash advance
MUFG Debit (Visa) ≈¥3,050 ✅
Mizuho JCB Debit ≈¥3,400 ❌
Japan Post (Yucho) ≈¥4,000 ✅

Mizuho's debit is the worst combination for travel: mid-high fee and no cash access. Keep it for domestic use; see the full 8-bank comparison for better-suited cards you may already hold.

Frequently Asked Questions

Q: Can I withdraw cash abroad with a Mizuho debit card? No. Mizuho's official FAQ states the Mizuho JCB Debit cannot withdraw local currency at overseas ATMs. This is a product limitation, not a setting you can change.

Q: Does shopping abroad still work? Yes, at JCB merchants, with a 3.4% foreign-service fee added to the JCB base rate. Carry a Visa/Mastercard as well — JCB acceptance is patchy outside East Asia and Hawaii.

Q: What's the fastest fix before a trip? Order a Wise or Revolut card (about a week's lead time), or confirm your credit card's overseas cash-advance PIN. Either restores ATM access that the Mizuho debit lacks.

Q: Which Japanese bank debit is best for travel instead? By fee, SBI Sumishin (2.50%); among megabanks, MUFG's Visa version (3.05%) — and both allow overseas ATM withdrawals.
